UK Tax Disc to be abolished from October 2014

The Government has announced plans to reform the taxing of motor vehicles which includes a proposal to abolish the tax disc from October 2014.
The tax disc was first introduced in 1921, offering a 'licence for a mechanically propelled vehicle'; its scrapping is part of an efficiency drive by the Government to reduce the cost of administration.
Although vehicle tax will still be compulsory, the records will be held digitally, meaning that the tax disc itself will no longer be required to be displayed on windscreens.
To help with the costs of motoring, the tax will be payable by Direct Debit on a monthly, six-monthly or yearly basis.

Government considering raising age limit of driving test

In an attempt to cut the number of accidents involving young drivers, the Government is considering changes to the current legislation for new and learner drivers.
Currently people may begin their car driving tests from the age of 17, with a full UK Driving Licence being issued only after passing the theory and practical tests. The practical test must be taken within two years of passing the theory test.
Under the new proposals:
  • A new one-year 'learner stage' will begin at 17, in which drivers would have to have at least 100 hours of day-time and 20 hours of night-time supervised practice
  • 12-month probationary licences will be issued from the age of 18 after a learner licence, once the 'learner stage' is satisfied
  • Drivers who pass must display a "P" plate which will be issued after passing the practical test
  • A night-time curfew for new drivers will begin at 22:00 through to 05:00 the next morning - during these hours, new drivers must be accompanied by someone aged 30 years or over

DSA announce penalties for careless driving

New penalties for careless driving

The Driving Standards Agency (DSA) has announced that new Police powers allow fixed penalties to be issued for careless or inconsiderate driving.
The fixed penalties can be issued to anyone who puts other road users at risk. The DSA has stated that offences include tailgating or poor lane discipline amongst the hazards identified by these new powers.
These new powers are to allow police a greater flexibility in dealing with less serious careless driving offences, essentially freeing up time from court processes and proceedings.
There has also been an uprating of existing fixed penalty levels for motoring offences including using a mobile phone whilst at the wheel and not wearing a seatbelt. This is to bring these fines in line with similar non-motoring fixed penalties.
